Position Summary:

The Civitas Director of Culturally and Linguistically Diverse Instructional Programs (CLD) serves as part of the School Leadership Team and is responsible for managing, revising, and improving ESL programming to ensure that ELL students have access to high quality, targeted instruction, appropriate academic and personal supports, and compulsory assessments. In support of the school's vision, mission, needs, and goals, the CLD ensures that professional development, curriculum, and instructional practices are tightly aligned and that progress on achievement goals is efficiently and effectively benchmarked throughout the year. The CLD ensures compliance with local and state mandates concerning ESL programs and ELL students. Further, the CLD endeavors to refine teacher understanding of researched-based curriculum and instruction, as such pertains to facilitating successful matriculation through the high school program for ELL students.

Key Competencies/Duties:

Manages ESL programming.

  • Coordinates ESL programming to promote equitable and high quality instruction for all culturally and linguistically diverse students.
  • Improves compliance with local, state, and federal guidelines for CLD and Bilingual students.
  • Ensures that local and state mandated assessments and accommodations are provided.
  • Leads analysis and application of ELL student performance data to improve service delivery.
  • Leads audit preparation and facilitation.
  • Revises ESL program and service delivery model in coordination with local and state developments and requirements are needed improvements.
  • Participates in scheduling processes to ensure efficient programming for ELL students and teachers. Makes placement recommendations.
  • Establishes caseloads and develops and supervises caseload management processes.
  • Collaborates with special education teams to ensure that ELL students with disabilities receive the proper services.
  • Serves as liaison between OLCE and the school to promote clear communication and implementation of initiatives pertaining to ESL programming.
  • Uploads EL performance data into Aspen, PowerSchool, and information databases.
  • Monitors EL progress, transitions, accommodations, etc.
  • Facilitates the establishment and operation of the Bilingual Advisory Committee (BAC).
  • Other duties as assigned.

Facilitates the intellectual and professional development of teachers to increase use of best practices for serving ELL students.

  • Engages teachers in reflecting on and shifting professional practices to generate academic progress and achievement for ELL students.
  • Strengthens the practices of the teaching and support staff to better support ELL student learning and engagement through regular professional development.
  • Trains staff on evidence-based instructional, assessment, classroom community building practices that engage students and foster improved academic performance for ELL students.
  • Assists staff with seamless integration of ESL accommodations.

Ensures that curriculum, instruction, and assessment practices are aligned with ELL student needs, district/state mandates, and school goals.

  • Coordinates the administration of ESL screeners as mandated by the State of Illinois and Chicago Public schools.
  • Coordinates mandatory testing within the required timeframe.
  • Works collaboratively with the administration and coaching staff at the school and/or network level to determine how to align practices across education to promote equity, increase engagement, and meet student needs.
  • Provides clear guidance to teachers on how to align practices efficiently and effectively.
  • Leads or participates in school and network teams assembled to develop benchmark assessments, assessment protocols, instructional models, etc.

Focuses staff on outcomes, in keeping with the mission, vision, and goals of the school.

  • Conducts crucial conversations based on student performance and survey data for the purpose of enhancing student learning and on-campus experiences.
  • Challenges practices that do not support the school's vision, mission, and goals.
  • Works with the administration and instructional coaching team to identify staff in need of support to fulfill the mission and vision of the school.
  • Reports inequitable or unfair practices to the administration.

Builds and maintains collaborative relationships.

  • Builds positive collaborative, cooperative relationships with other instructional coaches, administrators, and staff.
  • Supports network initiatives and provides guidance to the network and other schools on EL program management.
  • Creates, develops, and sustains relationships that result in active teacher and student engagement in the learning process and the school community.
  • Collects and analyzes feedback of students in the evaluation of instructional, assessment, and relationship building practices and develops a course of action based on data.
  • Leads professional learning within schools and the network.
  • Leads with a balance of compassion and empathy, along with accountability and guidance.

Attends to and fulfills professional responsibilities as defined by the network, district, and state.

  • Coordinates parent communications (i.e. notification letters, testing information, refusal documentation, etc.)
  • Maintains accurate and organized EL records.
  • Assists administration with submission of all record OLCE forms in a timely manner.
  • Leads with integrity and professionalism at all times, even in the face of conflict or ambiguity.
  • Acts to reflect a service orientation, grounded in compassion and partnership, reflecting the mission and vision of the school and elevating the school's image in the community.
  • Ensures that compliance obligations are fulfilled accurately and in a timely manner.
  • Attends, participates in, and leads meetings.
  • Attends required professional development workshops.
  • Reports concerns regarding staff performance or conduct to the administration.
  • Acts as an ambassador, elevating the school's image and encouraging families to select and partner with the school.
  • Other duties as assigned.

  • Demonstrates preparation and skill in working with students from diverse cultural, economic and ability backgrounds.
  • Supports the creation of inclusive, identity-affirming spaces for students.
  • Implements professional practice and responsibilities, demonstrating cultural competence.
  • Confronts actions and conduct that undermine principles of equity, inclusion, and a welcoming environment for all students.
  • Implements D.E.I principles in interactions with members of the school community.

Qualifying Education/Licensure:

  • Bachelor's Degree (Required)
  • Master's Degree (Strongly Preferred)
  • Illinois State Board of Education Professional Educators License (PEL) (K-8; 6-12; 9-12 - Required) or current, comparable out-of-state licensure (Required)
  • Endorsement in ESL or bilingual education (Required)
  • Successful teaching experience in a elementary or secondary school (Required)
  • Experience supervising teachers (Required)
  • Experience coordinating or leading ELL programming in a school setting (Strongly Preferred)
  • Bilingual Spanish/English; Arabic/English; Urdu/English (Strongly Preferred)

Other Qualifications:

  • Knowledge of standards (CCSS, WIDA, etc.)
  • Understanding of district policies and procedures for ELs
  • Willingness to advocate for equity and respect for all EL cultures and languages represented in the school
  • Experience in urban school setting
  • Strong technical skills - ability to work with Google Suite, Microsoft Office Suite, Aspen, PowerSchool, WIDA, and other presentation platforms and student information databases
  • Outstanding communication and organizational skills
